Commissioners’ cornerDauphin County Commissioners Jeff Haste, Nick DiFrancesco and George Hartwick III joined state Senator Jeff Piccola (R-15) and other area leaders in a check presentation for a new Halifax Youth Center on October 2.The new center was conceived to address the growing needs of area youth and to ensure recreational services and activities are made available to residents within the community. Halifax Youth Center, which is located at 231 Rise Street in Halifax Borough, is an after school program for middle and high school age students. The Youth Center provides a variety of activities and educational resources such as computer and homework rooms, sponsors drug and alcohol abuse prevention programs, and offers recreational amenities, including outdoor basketball and volleyball courts. Piccola secured a $50,000 grant from the Pennsylvania Department of Community and Economic Development (DCED) to assist with building a new facility. Dauphin County Commissioners are releasing a total of $150,000 for the project through the county Community Development Block Grant (CDBG) Program.EconomyHome prices fall 3 percent in Q3 - The median sale price of homes in Cumberland, Dauphin, Perry and northern York counties fell 3 percent in the third quarter compared with the same period in 2007, according to the Greater Harrisburg Association of Realtors. Median sale price fell from $173,000 in the third quarter of 2007 to $168,000 this quarter, according to the association. The number of houses sold in the third quarter was down 12 percent from the same period in 2007. This year, 2,127 homes were sold in the third quarter compared to 2,411 last year. Tightening credit, a slow economy and hesitant buyers are the largest factors in the decreases, according to the association.Commerce Bank/Harrisburg had a strong third quarter, reporting growth in assets, loans, deposits and revenue - The Company reported it made a profit of $3.4 million, an increase of 85 percent over the $1.9 million in profit the company made during the same period last year. Assets increased to $2.13 billion during the third quarter of 2008, a 5 percent increase during the same period the previous year. Deposits increased $1.69 billion during the third quarter, a 3 percent increase from the year-ago period. Loans also increased to $1.37 billion during the quarter that just ended, up 24 percent from $1.10 billion from the previous quarter. Harrisburg-based Graystone Bank reported solid earnings during the last three months - The community-based bank recorded a profit of $711,000 during the third quarter that ended Sept. 30. For the nine months that just ended, Graystone recorded a profit of $1.5 million. The bank also saw its assets grow. Graystone reported that it had $615.6 million in assets by Sept. 30. That's a $219.4 million increase over the third quarter in 2007. Rite Aid Corp.'sSeptember same-store sales, or sales at stores open for more than a year, increased 1.7 percent over numbers from the same period a year ago. When Brooks and Eckerd stores are excluded, Rite Aid's same-store sales increased 3.2 percent last month, according to thedrugstore chain. Brooks and Eckerd stores remain in the negative column, with a 1.2-percent decrease in same-store sales. It expects the total same-store sales for the acquired stores to increase before December. Rite Aid acquired the Brooks and Eckerd chains in June 2007. The company completed interior renovations at the stores on Sept. 30.CommunityIf you are worried about how you will pay your heating bills this winter, more help is on the way –The state raised the income eligibility levels for a family of four from $32,000 to $45,000 a year after the federal money for the Low-Income Home Energy Assistance Program, or LIHEAP, increased from $2.1 billion to $5.1 billion. Pennsylvania’s share of the money will rise from $130 million to $270 million. To that, Gov. Rendell added $10 million in state money through the Alternative Energy Investment Fund signed into law in July. The program gives grants to families who need help paying heating bills. It also provides “crisis” grants to families in danger of having their heat turned off. The minimum cash grant will rise from $100 to $300, and the maximum emergency grant will increase from $300 to $800. The grants were delivered through DCED's Elm Street program. The city will use $250,000 for new sidewalks, paving, historical-style street lights and trees in the city's Olde Uptown neighborhood, where a $16.5 million community revitalization is taking place. The city will use $25,000 to draft a neighborhood-revitalization plan for the North Third Street corridor. The plan will propose strategies for improvements to Harrisburg's midtown and uptown neighborhoods between Forster and Maclay streets. The plan will be submitted for DCED's consideration to make the corridor the city's second Elm Street community. Communities can get up to $250,000 in Elm Street grants, according to DCED's Web site. Elm Street communities implement the funding over a five-year period. The first of several public meetings to discuss the plan proposal will take place at 6 p.m. Oct. 23 at the Historic Harrisburg Association Resource Center at 1230 N. Third St. The city also helped Harrisburg's Community Action Commission get $25,000 to update the community organization's South Allison Hill Neighborhood Action Strategy, created in 1998.Legis-latestThe state House of Representatives passed a bill that demands a reduction in electricity output by 2011. House Bill2200 would require utility companies to reduce energy output by 1 percent by 2011 and by 3 percent by 2013. The bill would also require utilities to submit and implement a conservation plan by 2009 that would be reviewed and monitored by the Pennsylvania Public Utility Commission. The bill calls for the phased-in installation of smart meters on homes and businesses and gives customers billing choices. HB 2200 is on its way to Gov. Ed Rendell's desk to be signed into law.Pennsylvania ranked 28th on the recently released 2009 State Business Tax Climate Index, according to the Washington, D.C.-based Tax Foundation. The foundation issues the report annually. The index helps measure how well states support business investment through broad tax bases and low rates, according to the foundation. The commonwealth ranked 30th in 2008 and placed 21st in 2006 and 2007. Except for Delaware, Pennsylvania ranked higher than its neighboring states. The Commonwealth Financing Authority approved a $2 million loan for Susquehanna Township-based Vartan Group Inc. The Dauphin County developerwill use the loan for its mixed-use condominium and retail project planned at 1500 N. Sixth St. in Harrisburg. Vartan secured the loan through the state's Building PA program. Vartan plans to break ground on the $13 million, 92,000-square-foot building called "The 1500 Project" before the winter freeze or in the spring.Mars Inc., the privately held maker of M&Ms, Snickers and Skittles, has closed a deal to purchase chewing-gum company Wm. Wrigley Jr. Co. The new company surpasses Hershey to become America's largest candymaker. Last year, Wrigley reported $5.39 billion in revenue, while Mars said its revenue was $22 billion. Hershey remains the top chocolate company in the U.S. Midstate travelers can once again fly nonstop to the New York area - Continental Airlines' new nonstop service between Harrisburg International Airport and Newark International Airport recently took flight. The airline is offering four nonstop flights each day. JEM Group has been hired to construct 11,500 s.f. of space for the Social Security Administration in Forum Place on Walnut Street in Harrisburg. Construction is in progress and is scheduled to be complete in November 2008. JEM Group was also recently hired by AAA-Central Penn as general contractor for the construction of their Gettysburg location. The 2,500 s.f. project is scheduled to be completed this month.Rutter's Farm Stores has opened its first gas station/convenience store in Dauphin County at Derry Street and Nyes Road in Swatara Twp. Manchester Twp.-based Rutter's has 53 convenience stores in York, Adams, Cumberland, Dauphin, Franklin and Lancaster counties. This project included offices, a reception area, and exam rooms, as well.Cable gets new competition – Verizon’s alternative to cable TV -- fiber optic service, or FiOS, TV -- is expected to be available to about 85,000 midstate homes and businesses by November. Verizon said 21 midstate municipalities have approved agreements with Verizon for FiOS TV. Verizon will offer FiOS TV as a stand-alone product, with packages starting at $47.99 a month. Bundled packages of TV, Internet and phone services will range from $99 to $139.99 a month. Customers will be asked to sign one-year contracts. A month-to-month TV option will be available.
